Applying VC154: The new stormwater provisions in the Victorian Planning Scheme

Context

The Victorian Government expanded statewide stormwater planning controls in October 2018 to help protect our waterways, prevent flooding and divert more rainfall to our gardens and trees rather than letting it disappear down the drain. This is known as ‘integrated water catchment management planning’, and for some it is known as Amendment VC154.

Almost every new planning application will now need to treat stormwater on site.

This course is designed to help planners and engineers understand the integrated links between water and cities, understand the role and scope of the new statewide controls, and to help practitioners understand how to receive and assess applications in a way that best achieves our new stormwater objectives.

Audience

Local Government statutory / strategic planners and engineers who have a role to play in implementing Victoria’s progressive new stormwater controls. This course is suitable for senior and junior staff as each has an important role to play in implementing the new stormwater controls. The course particularly welcomes practitioners who want to become better urban and environmental planners by deepening their stormwater knowledge.

Learning outcomes

  • Understand Victorian context for satewide stormwater planning controls
  • Increase your understanding of IWM & stormwater assets, their spacial requirements and how they look and function
  • Build your ability to interpret planning application documentation, including engineering reports, to enable you to assess if planning requirements are met. This relates to the full suite of stormwater controls including cl.19.03-3S, cl. 53.18 and others
  • Understand critical concepts such as ‘raingardens’, ‘bioretention systems’ and ‘treat to best practice’

Sara Lloyd - Director, Environmental Science - E2Designlab  

Sara is widely recognised across industry for her contribution to driving change across urban water management practices. Sara is currently project director for the Melbourne Metropolitan IWM Catchment Plans, a flagship project for Melbourne which provides a clear framework for assessing and prioritising IWM  and policy interventions.  Prior to the introduction of Amendment VC154 Sara facilitated industry consultation and feedback on the proposed policy changes and today continues to support industry to embed the urban design and IWM solutions into development.  

Kate Matthews - Tract Consultants
Kate is an Associate planner at Tract Consultants, having previously worked in statutory and strategic planning roles in local and state government. She brings a strong working knowledge of stormwater policy implementation through the planning system, stormwater management policy, modelling and asset design through her previous roles at Melbourne Water and Cardno.

Mandy Bolton - Senior Policy Advisor, DELWP
Mandy Bolton is a Senior Policy Advisor within the Department of Environment, Land, Water and Planning (DELWP) working on urban water programs to support resilient and liveable cities and towns under Water for Victoria. DELWP aims to improve stormwater management and strengthen the links between water management and urban planning, to protect the long-term health of urban waterways and bays.
